WTDC-25: The Board takes a leading role in Baku

The World Telecommunication Development Conference (WTDC-25) opened on Monday, 17 November 2025 in Baku, Azerbaijan, under the auspices of the International Telecommunication Union (ITU). The Director General of the Telecommunications Regulatory Board (TRB), Professor Philémon Zoo Zame, is attending alongside major global leaders shaping the digital ecosystem.

The presence of a TRB delegation at this high-level meeting underscores how crucial WTDC-25 is for the future of Cameroon’s digital landscape. As a central driver of the sector’s modernization through proactive and adaptive regulation, the Board aims to contribute meaningfully to the decisions that will guide telecommunications in the coming years. This involvement reflects a shared national ambition—led by the Ministry of Posts and Telecommunications—to align Cameroon’s development strategies with international best practices.

Over the course of the conference, which runs until 28 November, participants will address issues with direct impact on everyday life: narrowing the digital divide, cybersecurity, digital training, internet access, support for innovation and small businesses, and the digital transformation of agriculture, health, and education. The expected outcomes aim to expand access to essential services, strengthen user protection, promote the inclusion of women and youth, and boost opportunities for skilled employment.

Cameroon’s contribution fits into a broader continental momentum. Preparatory meetings in Nairobi, Windhoek, and Abidjan helped shape Common African Proposals, which form the basis of Africa’s joint input in Baku.

National preparations were equally thorough. Fourteen sessions brought together TRB, ANTIC, SUP’PTIC, and CAMTEL to harmonize positions and coordinate participation in the plenary sessions and specialized committees. This collaborative work ensures a consistent and credible presence.

The resolutions adopted in Baku are expected to enhance digital access, secure critical infrastructure, support homegrown innovation, and strengthen digital skills. These benefits will particularly affect rural communities, young people, women, and digital entrepreneurs.

Through its active engagement, TRB reinforces Cameroon’s standing as a committed and well-prepared player in global digital governance, contributing to the country’s international visibility.
