CAPACITY-BUILDING WORKSHOP IN EBOLOWA: TRB EQUIPS ITS BOARD FOR THE NEW CHALLENGES OF DIGITAL REGULATION

Alongside the proceedings of its 58th Ordinary Session and 69th Extraordinary Session, the Telecommunications Regulatory Board (TRB) convened a two day capacity building workshop on June 9–10, 2026, at the Bengo Hotel in Ebolowa. The initiative brought together members of the Board of Directors and senior executives of the institution.
Chaired by Professor Justine Diffo née Tchunkam, Chair of the Board, the workshop sought to strengthen participants’ ability to navigate the profound transformations reshaping the telecommunications and ICT sector, with the ultimate goal of ensuring a regulatory framework that is both effective and attuned to market realities.
Day One: Towards a Data Driven Regulatory Model
The opening session, held on Tuesday, June 9 under the moderation of Bilo’o Essiane Guy Bertrand, Regional Delegate for Centre–South East, focused on one of the defining issues of modern regulation. Awono Louis Christian, Head of the Artificial Intelligence Unit, delivered a presentation on harnessing Big Data and AI systems as strategic levers to optimize regulatory oversight. Beyond assessing the current regulatory model, he advocated for a paradigm shift towards a “data driven regulation model,” placing systematic data exploitation at the very heart of sector supervision.
Day Two: Monitoring Operators in Practice
The second session, held on Wednesday, June 10 and moderated by consumer representative Mpondo Ekon Hiskia Dit Papa Prince, reviewed TRB’s monitoring activities concerning concessionary operators CAMTEL, MTN Cameroon, and Orange Cameroun, as well as infrastructure provider IHS Cameroon. Structured around six sub themes, the session drew on the expertise of three TRB officials: Essoh Kambo Jules, Director of Licensing, Competition and Interconnection; Miasse Herman Olivier, Technical Director; and Naah Owona Jean Christian, Head of the Control Brigade. Discussions examined major sectoral developments—network coverage, investment levels, revenue trends—while also addressing challenges and outlining TRB’s strategies to enhance regulatory performance.
Operational Recommendations and Closing
At the conclusion of the two day deliberations, participants issued targeted recommendations, notably on improving the monitoring of service quality (QoS) and user experience (QoE), and on integrating emerging technologies into regulatory mechanisms.
The workshop ended on a positive note. Director General, Professor Philémon Zoo Zame and the Chair of the Board extended their congratulations to the experts for the depth and relevance of their contributions, and to the technical secretariat for the successful organization of the event.
